Anyway to make permenent "highlights" on a pdf?

Is there anyway that I can make highlighter marks on my pdfs? Printing them out would use so much unneccesary paper.
 
Preview can't do it. Adobe Acrobat Professional can, but it's expensive. The new program Skim can do it, and it's free.
