Safari download location

I changed the default download location for Safari to a folder about a month ago. Now I'm trying to get the location to go back to being my desktop. I changed the location in the system prefs, I changed the location in safari, and I even changed the location in IE. Everything looks good but as soon as I restart the location goes back to this folder.

Any suggestions?
 
Open safari then in the tool bar open preferences. Once in open it's the third toggle down. IE is about the same.
