Can't resize Finder window for Utilities

When I open Utilities from the Finder menu on the desktop, the window extends out of view and prevents me from resizing it. The green + is useless as it doesn't do anything. But when I open Utilities from the Applications folder on the Mac HD, the window is normal. I already tried deleting the .DS_Store files and it does nothing. Any suggestions?
 
Do you have any theme changers installed? What happens if you change the view layout and then delete the DS_Store file?
