Not Porting Number...What Is New Number Based On?

My brother's iPhone is taking too long with porting his old number, so i'm thinking of getting a new number, but does anyone know what the area code is based on for a new number? Where you bought it? Your zip code from iTunes? What?

Odds are that the area code will be one that is local to your billing or service address.

If you have more than one area code where you live, it will depend on which area code AT&T still has numbers available in.
