FTP Slowness

Already asked on apple's support forums. Thought double dipping might help.

I have an FTP server running 10.4.10 on a 2x2GHz G5 Xserve. This replaced 10.3(?) on a G3. Unfortunately a system that is all around better is slower for FTP serving. Any clues?
 
Define slower.

Are both systems setup on the same network segments, have the same services running, same system resources?

Are you testing download/upload speeds from the same destination/source?
