Airport Express + WebCam ??

If it is a webcam that supports ethernet, then yes, it is possible. There are also webcams with native support for 11b/11g wireless networks. In these cases, it all depends on the specific network setup whether it will work straight away or not.

For USB webcams on the other hand, cmschmidt already supplied the correct answer - not possible.
