I found a great site that helps set up the iPhones Mail app, the Touch app is jus the same. http://email.about.com/od/iphonemail/qt/et_get_hotmail.htm
Note - It will try to test the settings before you get to the advanced settings on the tutorial so what you will need to do is say Continue or something when a pop-up comes up, it will take you to another menu to which you can scroll down and set your settings.
My mail works and it's pretty darned cool. I can finally set my Mac's mail too!

I can assure it is not, as it comes from a trusted site, if you are not sure whether or not to trust the site, look it up in google to see if it has any negative points) I signed up to this site and it did exactly as promised, if no one believes me, I can upload a screenshot. Of both my Mac and my Touch using my Hotmail account, one of my inbox and one showing the settings.
