i'm trying to crop a picture in photoshop to have a feathered edge but everytime i attempt to do it it just gives the edge a faded look. how can i make it a clean cut?

Ummm... the faded look you're getting is due to the fact that you are feathering. A clean cut can be achieved either through the use of the crop tool, or a markee tool (or lasso or pen) and selecting the Select menu then Modify and either select smooth, feather or whatever and modifying the radius of the transition.
