The Apple system requirements for leopard call for 9GB of free HD space. But I have heard it actually only takes up 3GB of space on a HD. Is that because when you upgrade from tiger to leopard it only uses 3GB MORE HD space or are the Apple system requirements incorrect?

Yeah. It sounds like it takes 3GB more space over your Tiger install.

I did archive and install. I had 50.8gb free before I started. After deleting the previous system files when mine was installed I had 47.7 free. So its right at 3gb more
