iPod Converting AVI/VTV Files to iPod on a pc

Hey guys,
I have a PC running XP and I was wondering if you knew of any programs that convert files like Handbrake or mac the ripper. Ive been looking and nothing seems to be free...

Handbrake is available for Windows as well.

I find VLC (command line) to be the best way to automate video conversion.
