Anyone know how to run a Parallells XP installation from two logins?

Yes - install parallels for all users (or if you can't do that, install parallels on each login)
Put your windows boot in a common area (drop box - or shared folder - something both logins can see and read/write from)
Locate this file from parallels - and you should be good to go.
