Developing a Shapre and Keyboard driver for Sinhala

Hello All

I am thinking of developing a keyboard driver and a shaper for Mac OS X 10.5 can render Sinhala fonts properly and also I would be able to use a the sinhala keyboard to type in Sinhala. There is a commercial 3rd party patch, but I want to create an FOSS version so that anyone can use it and may be even Apple may think of plugging it in :-)

I've been creeping around in the apple developer zone, but that thing is just making me run around in circles. Can anyone tell me where I need to start and where I could get some examples. Some advice would do nicely too, this will be my Christmas vacation project.
