i've run into the issue where Helio has ignored MAC users and didnt make a mac version of some software for my phone. is there a way to change and exe to a rar or even open exe on mac?

You need to greatly clarify what the situation is and what you're trying to do. Turning an exe into a rar? That sentence doesn't make sense unless you're talking about wanting to decompress a self extracting .rar file, in which case no conversion is necessary, just decompress it with any unrar utility and it'll work.

I'm assuming that you mean that you want to use windows software on your mac. So if I am correct, your cheapest option is to try Crossover, if it works for your software then you can pay $50 for it after the trial is up. if Crossover doesn't work, then you will need to buy a copy of windows and use Bootcamp or parallels.

Don't know what you are trying to accomplish, but .exe files are executable files that runs in Windows/DOS, therefore can not be executed in OS X (so far) unless you use a virtualization program (VMWare Fusion, Parallels) or use Bootcamp. In any case you'll need Windows to do the install.
From your post, it seems you want to do something with your phone in OS X, have you tried to explore if the missing sync software could help you?

What exactly does the software do?
Does your phone have bluetooth?
Have you tried simply connecting your phone to your Mac via bluetooth?

No, you don't need PC conversion software... that simply does not exist (not what you are talking about at least)
Windows on Mac can be done in 1 of 3 ways (though 2 of them are darn near identical)
1: BootCamp. You are actually installing Windows onto your computer, it will run natively and will require you to restart your computer anytime you want to switch OSes. Recommending for games and other system-intensive programs
2: Parallels. You install Windows into what is known as a Virtual Machine (VM). This lets you run Windows while running OS X. However, you take a performance hit in both. Recommended for smaller things.
3: VMWare Fusion. Same as Parallels.
