Formatting Palette Won't Appear in TextEdit

So I can't get the formatting palette to show up in TextEdit.

Whether I use the keyboard shortcut or the menu, nothing happens.

I've tried trashing the TextEdit .plist file, but the problem remains.

Is there another .plist file I should be looking for, or anything else anyone can think of that I could try?
