I'm looking to get Leopard for cheap.

The cheapest on eBay is the non-retail drop in's for about $60-$70.

Is it legal to sell these copies? (I guess it's legal to sell anthing.)

Just as it's illegal to put 1 copy of OS X on more than 1 machine per SLA.

It would be against the EULA which restricts your right to sell the bundled software.

Beyond that, there's the possiblity that these drop-in upgrades were optimised for the type computer they came with, and if that's the case then you might end up buying a disc that wont install on your computer

It is against the terms to sell them. Also, be careful as I believe they are Intel upgrade only meaning they will only install on Intel machines and only onto one that has an existing OS X install (but it does give the option for erase and install if you want a clean system).

I wouldn't personally buy it.
