Cool Change language to french

Can you change OS X so that just the speech is in French or do you have to change the whole system?

When text-to-speech was still Macintalk 2 and Pro, there were voices used with spanish only. there may be some for french out there too, I don't think it translates it tho-- just pronounces foreign words correctly.

i haven't played with speech lately, obviously, so i may be way behind the times.
