Help, Installed Time Machine no USB HDD..but wont work with Windows

I got a new MBP, I had it reformat my USB HDD and use it for time machine. But when I plug into my Vista PC it isn't detected.

I tried deleting all files on HDD but it is still registered as time machine.

How can I totally reformat it on leopard?
 
You did reformat, you just kept it in Mac OS Extended Format (HFS+). You need to reformat it in MS-DOS Format (FAT 32), then you should be fine.
