Wow. I just purchased my refurb from AT&T 2 days ago, and mine was in an orange/blue box.
I am assuming these are 8GB. Perhaps AT&T/Apple were testing refurb market since this deal was a regional only deal. It's possible since the new version is just around the corner...
I wouldn't read too much into it. Maybe they're switching over to the white boxes, and just trying to use up as many of the orange and blue ones as they can by randomly sending them out.
I wouldn't care if the iPhone came in a chartreuse with day-glow pink polka dotted box as long as it worked. 😀

wow, seems like you have lots of experiences with apple refurbed iphones. what's your opinion on their quality? are they almost like new?
