If your mac hasn't got enough memory to handle the 3D effect it turns it off.

Sort of. If you do not have Quartz Extreme enabled then you do not get the animation.

How do you enable/disable Quartz Extreme?

Although I believe it is possible to turn it on and off, to keep it simple, let's just say this.

If you Mac is capable of running Quartz Extreme, with or without you knowing it, it will be enabled.

If you have QE your cursor will have a shadow to it

I have a shadow under my mouse. I am using a 667 Ti but it will not animate the user switching. So there is no easy way to turn it on???
