What does NAP do...

I downloaded the CHUD app from Apple in order to get rid of that chirping sound in the dual G5's. The NAP button makes the sound go away, but what exactly is it doing... Thanks...
 
Instead of setting the processor to an Idle state, it just keeps sending 0 data packets to it or something.
