Photoshop elements 6 --NO Layer Folders?

In photoshop cs 3, I am able to group layers into folders and subfolders, this is very helpful for turning off and on parts of an image. (I use PS CS 3 on lab computers at school)

Many of my design friends do this when making websites. In order for me to implement these designs I need to be able to view layer folders.

Is this feature accidently missing from elements, or has it never been there? (I could have sworn it was in PSE 2.)
