jailbreak with iLiberty+ ver. 1.3

hi I'll jailbreak with iLiberty+ but when I started iLiberty+ I choosed to update iLiberty+ to version 1.3.
Then the options in iLiberty+ changed.
Thatwise I wonder what the "Cydia" tool does. 😕
Before it were the "setup installer" who lies there. But now its Cydia. So plz anserw what that options does with my ipod touch 16gb!
