Weird Dashboard images

In the dashboard when you click the + to add more widgets, there is a white bar across the bottom. Same with istat menus. I am going to try to attach some pictures of it to this post. Thanks for your help!

I'm pretty sure iStat menus is supposed to have those, however for dashboard, I don't know why that bar is there.
