Help.... Can't add users

I recently installed 10.3 (archive and install) and everything seems to be working fine except for that I can't add any users. I open up the accounts prefs pane, and click the "+" and nothing happens... I've repaired permissions, zapped the pram to no avail.
I was wondering if anyone else has had this problem and what I should do to fix it.

Help.... Can't add users

Be sure that the repair permissions is run from the Panther install disk one--this repaired a similar problem on my machine, but has not worked in every instance I've heard this problem. Good luck, and please report back!
