FTP on XServe with Firefox 3

I have a link on a website that will point to an FTP server (Apple X Serve running 10.5.3 Server) on the local network. The purpose is for larger files that we don't want everyone (400 students) to download at the same time from the internet. This works perfectly with Firefox 2.0.0.14. However with Firefox 3, when I select the same link I get the error "502 'EPSV': command not understood". I am at a total loss as to what it could be. I had read that this was a 10.5.3 problem but when running on a 10.5.2 machine, I had the same issue. Any suggestions?
