creating 16x16 .ico file
I need to create a favicon for my site but don't know which program to do this in..what program can I do this with? Or is there anyway I can convert a jpg/gif/png to .ico?

Please check out http://www.favicon.cc/ and you can import and create using their simple online tools. Suuuuuper cool.
I've not used the site because I use the Adobe PS plugin. For that plus links to download graphic utilities for various platforms, tips and general advice on importing and creating .ico's, please go here: http://www.wikihow.com/Create-a-Favicon.ico -jim

You can do it with Icon Composer, installed with the Leopard or Tiger development tools. It can be found at Macintosh HD/Developer/Applications/Utilities/Icon Composer. It gives you a lot of control/options.
Or you could use Dynamic Drive's online generator found at: http://tools.dynamicdrive.com/favicon/

There is a difference between Mac icons and the specific format of a favicon (.ico) - are you sure the utility creates .ico?

Nope. Not sure. In fact, I may be remembering using it to make system icons (icns) and not favicon.ico's. Not sure - but I just checked it out and couldn't figure out how I would have done it before, so I could just be wrong.

create as BMP or JPG then just change name in os x to ico
