Can I change the thene of my phone without jailbreaking it?

No, you'll need to jailbreak it the theme. The only thing you can change without jailbreaking the phone is the wallpaper.

No, you can't. Hopefully Apple will institute this in a future update.

Nope, only jailbreaking it, then installing Summerboard or Winterboard.
