3G speeds in NYC

Anyone in NYC getting 3G speed averaging 200kbps? Interesting enough, when I am in open area and turn phone off and then on, I can get speeds up to 580kbps.

The speeds seem to have improved drastically over the past 3-4 days.... Maybe ATT is finally doing something about it..
