How to change wireless card locale?

I'm unable to connect to router, which is set to channel 12 or 13. So I start googling and I found out that in the US and Canada, approved channels are 1-11 but in Europe it is 1-13.
I check my wlan adapter on MB Air and wireless card locale is set to USA! 🙁
Is it possible to change wireless card locale to Worldwide?
