Here's the deal, upon brief inspection:
It's 41 loops, mostly 8 or 4 beats, all percussion and bass effects, and all in a similar style. (In their words: "electro/breakbeat drum and synth loops.") They sound good, at least on my PowerBook speakers 🙂 They loop, they sync like they should as near as I can tell in a quick test, and they include Soundtrack descriptors (like Processed). In short, they are what you'd hope for. They are presented for GarageBand or any AIFF-compatible app, but I used them in Soundtrack myself.
They are a sneak peak at the "forthcoming Apple Loops CD 'bitshift's bangin' beats.'" License terms look to be about like Apple's: use them, go nuts, sell your music made with them... just don't distribute them directly as part of your own loop collection! (See the included license file.)

(The names do not literally describe what they are--Nails On Chalkboard for instance is nothing to do with that, thankfully! And RTFM does not have actual vocals!)

How to install
Once you download to a folder, just drag the files to the GarageBand loops panel. Once processed they show up like any other loop.
Also, if you click the stay informed checkbox when getting the loops, they'll also send a link to download additional software instuments. Mainly drumkits and synths.
These all seem pretty good if you like techno/electronica and you can't beat the price.

One thing Apple (and Mac OS) are great about is having drag-and-drop work for lots of shortcuts!
In Soundtrack, I dropped the new folder into my existing Soundtrack Loops folder, then in Soundtrack I clicked Setup > Index Now to refresh the list. But drag-and-drop would probably have worked.
