Any Central Heat and Air experts?

I am curious as to weather I may or may not have a problem with my heat pump system in the house I am renting.


I went out this morning and there was steam coming out of the outside unit and the ground was wet around it- it was also making noise, but the fan was not running. I'm not 100% sure where the unit is inside (rental house we just moved in to). Is this normal, or a sign of a problem. I always thought the unit outside was strictly the a/c unit.
