Best unrar utility?

Stuffit.

I use the unarchiver. Does NOT work with passworded rar files though if that's a concern. Does a bunch of other formats too and it's free.

UnrarX, it's free, simple and fast (and works with passworded rar files)

I tried unrar x and there was something I didn't like about it.... but I will be damned if I remember what that was lol. I will have to give it a try again.
