iPod Playing songs in an "On The Go" playlist at random

I have a relative who wants to set up an On The Go playlist in his iPod Classic and then play it at random... we tried setting up the playlist then turning on 'shuffle songs' under the main settings, but the playlist played in order... are we doing something wrong? (I have an older iPod so can't compare, and have never used the on the go playlists).
