I plugged my Touch in today to sync up. but after it said the sync was complete, I went to my playlist ( after I deleted some songs off my playlist) and they were still on my ipod playlist but not on my itunes playlist? So I deleted all the songs off my playlist on the computer and then synced it up again. And all the songs are still on there? what should i do?

I recently jail broke my Ipod Touch to, so would this make a difference with anything?

The jailbreak shouldn't affect any syncing with iTunes. Make sure you are manually pressing the "sync" button after you make changes to the playlist. Just to assure that the songs are deleted.
