Is there a software converter that will allow me to rip a non-commercial PAL DVD (it isn't copy protected) and re-burn it as an NTSC disc?

i am also search for this. any takers?
 
i'm not certain, but won't toast do this. i know when i try making video dvds, it asks me if i want to format it as pal or ntsc.
 
MPEG2 Works 3.4.3

and a number of others based around the set of Unix tools known as mencoder and mpegenc, which have been ported to OSX.
 
When I want to convert NTSC to PAL. I just play the DVD/video file on my PowerBook, then connect my PAL DV camcorder to the TV-out and record it.
 
PAL to NTSC converter

There are hardware based converters and there are software based. Natress.com has some pretty cool fcp plugins for such a task.
