This is levels that will be at the stores on the 19th. So if there are 12 preorders and only 13 phones, only one phone will be available. So yes, this is including preorders.

The next iphone shipment for best buy is on the 24th I think

So, is the thought that the white iphone will sell less? or are they trying to make it "harder" to get? Every store has considerably less stock of the white iphone vs. the black iphone.

To be honest I do not know, but many people seem to be pre-ordering the black one more than the white one anyways.

If you do the Store Locator on the Bestbuy.com it says the store number in the results.

Apple and AT&T got the most stock, and the rest went to Best Buy. The phones aren't even being delivered until the UPS drop on Friday.

well not alot of people will be waiting at a best buy compared to apple or ATT so - faster service

Anchorage gets 62 (3rd highest total) and Aeia, Hawaii gets 65 (2nd Highest total) behind Riverhead, NY (69)?? Now there's logic. More than most NY stores, all LA and Chicago, etc. Go figure that one out.
