The database user that is inputed to access the database. Should I make this and admin user, or should I just make a low users with as little privileges as possible. If so, just so I have the correct ones made for the user, it would be Create, Delete, Modify. Which other ones.

I'm pretty sure the admin user needs a fairly comprehensive set of permissions, especially for the initial setup. I use the DB admin account on one of my sites and I'm not too worried about it.

I'd try it with at least select, insert, update, create, alter, drop, modify, delete if you don't feel comfortable with an all out admin user.
