Other than Google which you can do on your own, the best place to check for open source shareware projects under development is always sourceforge.net. If you are unfamiliar, visit and learn. I typed in "Craig's List" with quotes around it and got two hits. You can view the source of most projects to help you write your own scripts if nobody has "cloned" it like you asked.
If you want to find a freelance developer to do it for you, I advise visiting getafreelancer.com and asking. I checked there, someone else asked and got some bids, then the request was closed. So you're not the only one and should contact the person there to see if they hired someone or are willing to share the finished script.
