HyperMac Pure DC Car Charger for Apple MacBook. Good or no?

I didn't think anyone besides Apple was licensed to make a Mag-Safe plug? Anyone else have any data on this item?

EDIT Ah, I see. It's probably something similar to what's described in this article.
 
I have the original one that came with my battery. It doesn't charge my MacBook Pro, but it does work quite well.
