iPod Reformat Sad Face Icon using External Enclosure

is it possible to reformat an ipod hard drive with the sad face icon using an external hard drive enclosure?
ive been looking everywhere and cant find anything on this.
i plugged into an external enclosure and i can hear it spinning and clicking but it wont show up in the Finder.
