iOS Photo gallery App need coder?

Please forgive me for posting a total newbie question here. I searched online all day yesterday and can't believe I couldn't find an answer to this.

Could you kindly tell me if I want to create photo gallery apps for iTunes, do I need to know coding or is there software available?

I want to do something like this:

So, after more research, I guess i need to get the iPhone developer's license? Would it be hard to learn to make a photo gallery app or should I hire a programmer to help me on projects? Thank you.
