is it possible to do a green screen effect where image are placed over a color like green/blue. The same thing used in major movies?

I would give you a detailed plan, but since there are so many different ways, I'd need to know an approximate budget.

It explains the basic pretty straight forward (it's called color key BTW)

Final Cut Pro and budget is $0. I didnt know what it was called so couldnt find anything. thx people.

A GOOD green/blue screen cost a decent amount of money....so you cant have a budget of 0!
