I would highly doubt it. I get the sense that Apple's official policy is not to change it given the general "no" that seemed to be brought up every time I tried, but some have reported being able to do it.

Or split one partial sentance into two separate lines (title and message) with no punctuation? I'm not the grammar police but I don't see a lot of difference between the OP and the complaint. Between the two I'll take the OP's style.
