My understaning is that the linking options -L and -l that one would use from the command line, are in XCode
a) Specifying the linking Search paths in the build settings of the project
b) Adding the desired library to the project (Project > Add To Project)
If this is correct, how to add to the project a library that is somewhere on the tree rooted at /usr/local? To my knowledge, and I'd /usr/local is not accessible from Project > Add To Project.
