Video based or photo based? If photo based, how much text with each image (i.e. small caption vs. a paragraph or two of description)?

Thanks for the quick response! Photo based and not much text just a brief description ( 1-2 sentences) .

You might want to just do a slideshow with captions, then -- maybe even just a javascript based one like Lightbox2 or something using jQuery.

For something more complex or with more text, you could use Wordpress and use page breaks to put each image on its own page with forward / back buttons.

I plan on making it panoramic by taking pictures all around the room and want to give the clients options to move around the room in a circle, if that makes any sense? I probally will end up shelling out the cash for a program.

Then you'll want to look into something like Quicktime VR, and you'll need a good ball-head tripod.
