Home Premium only sees 1 CPU, and hence 4 cores. To get all 8 you will need Professional or Ultimate.
 
Get Windows 7 Pro or Ultimate.

Home Premium supports one processor with up to four cores. Pro and Ultimate support two processors, up to eight cores, IIRC.
