Keyboard woes

I have a G3 pismo and am running 768 ram and a 20 gig hard drive I kinda want to put a g4 processor in my machine. No I donèt want to buy a new one .
Okay and while Ièm asking how do I make these ÈèÈ things stop appearing when Ièm trying to use my quotes and what nots .

Perhpas, they active keyboard layout doesn't correspond with your physical keyboard layout.
