Keychain Access and the Private Encrypted Data keychain

I'm able to look at all my keychains, except Private Encrypted Data. Any ideas why? I've used my Mac password on every keychain, but this one I just can't open.

I've never seen a keychain named that. Checked my Keychain Access just now and not there.

My guess is some ap0plication put it there to store a serial number or something like that.
