Hello my friend has a blackbook 10.5.8 and their photo booth captures pictures, but their filename is "Photo 1" etc instead of a time stamp with date /time.

Also the files save in png format instead of jpg. is there any way to change this?

This also occurs to screenshots taken by this map files names are: Photo 1, photo 2, etc instead of a timestamp filename

I've tried searching but it doesn't seem like anyone else has this problem or I am using the wrong key phrases. any ideas?

That's a photo booth version thing -- photo booth on Leopard names the pictures "Photo X", while the newer version on Snow Leopard names them more usefully. You might be able to just copy over the Photo Booth application from Snow Leopard to Leopard and get the new behavior (but back up the old one first).
