Help me please I accidently deleted my user library folder on my MacBook. And Soon after I restart my mac I have to create a new admin account but then after I made one the apple intro video shows up again and I have to create new account .so how do I restore back the library folder?

Do you have a Time Machine or other kind of backup?
Is it still in the Trash?
If none of those apply, you could use data recovery software like Data Rescue (99USD) to scan your HDD and recover lost data, but you need to stop all writing processes to the internal HDD and may have to use another Mac to scan your system HDD.
